General orders issued by Keifer as commander of the Union troops in the vicinity of Moorefield, W. Va., 1862, and as commander of the 2nd Brigade, Milroy's Division, near Winchester, Va., January and February, 1863. Topics include loyalty oaths to be taken by citizens in occupied Virginia, pillage by troops, discipline, food, marksmansip, drill, and awards in the 110th and 122nd Ohio Regiments.

Joseph Warren Keifer was a prominent nineteenth century Ohio political and military leader, the first Ohioan to serve as Speaker of the House of Representatives.
